SM&W Contribution

The New York City Office of Emergency Management replaced the former OEM headquarters destroyed on September 11, 2001. The 65,000 square foot building includes a new 100 person Emergency Operations Center, Watch Command, Situation Room, General Office space and a Press and Conference Center. NYC OEM was able to capitalize on SM&W’s coordinated, multidiscipline expertise to realize their project goals; SM&W provided telecommunications (voice, data and infrastructure), Data Center Planning, Audiovisual and Acoustical consulting services.

The infrastructure requirements for the NYC OEM project involve close coordination between the various user groups and a solid understanding of all applications. In this case there is a diverse array of cable, CAT6, multicore Co-ax, Fiber and twisted pair run throughout the building linking all spaces via the main 2,000 sq. ft. Data Center and two additional server rooms in various other locations in the building.

Shen Milsom & Wilke has designed a variety of sophisticated and flexible audiovisual presentation and decision support systems for the New York City OEM. Electronic media capabilities are matched to the needs of particular OEM user groups and environments.

The most advanced of the many OEM environments of this new facility are; Watch Command, the Situation Room and the Emergency Operations Center.

Watch Command is the single OEM “24/7” environment. Often referred to as the ’Heartbeat’ of the OEM facility, Watch Command engineers are on duty continuously 24 hours a day, seven days a week with no exceptions. Utilizing a vast array of monitoring tools they are on constant alert looking to identify trouble spots and then to begin the coordinated response of which the City of New York is so proud.

I have had the great pleasure of working with the firm of Shen, Milsom & Wilke on a number of projects over the past decade. One project of significant note was the reconstruction of the NYC Emergency Operations Center. SMW provided all design and implementation work for the audio visual systems that support this state of the art emergency operations center with great success. SMW continues to provide all audio visual support for the EOC as well as a number of other City agencies in large part because of the success of the NYC EOC project. We continue to work with SMW on upgrades to existing systems as well as routine maintenance on existing systems.
